I have tried to copy petals-webconsole-ui-2.0.4.war in /etc/tomcat7/, /etc/tomcat7/Cataline, /etc/tomcat7/policy.d but when i call localhost:8080/ petals-webconsole-ui-2.0.4, it's not working.

Petals works on both Windows and Linux.
There are very few differences between the two when using Petals. The main difference is about the URL shapes. What's bothering you when moving to Ubuntu?

Then, restart Tomcat and go to http://localhost:8080/deployer/ (or maybe it is manager instead of deployer)
On the page, there is an upload form, to select the web application to deploy (here, the Petals web console).
Remember to use Apache Tomcat 6.x.
We plan to review and improve the tutorials before summer.
Right now, we are focused on some important upgrades in the tooling to come with our next maintenance release.
